Albert and Gladys Coates were the initial sparkplugs for the Institute Of Goverment. Coates was a law professor at UNC and mortgaged his home to get his idea off the ground. Dudley Bagley was the conduit who brought the idea to J. P. Bagley also wrote a biography of J. P. Knapp. Parts of it are included here.

I have this picture of J P on my pages about his home on Mackey Island. I was initially told it was taken circa 1925. I can now tell by this version that it's at least ten years later. How do I know? The vent window in the circa 1937 automobile that is cropped out of the first one. I can also see someone was standing next to him but can only wonder who.
